The bomber was constructed by Alexander Arkhangelsky in 1939 and was built on the basis of the Typolev SB-2 aircraft. The prototype, bearing the designation SB-RK, was flown in 1940. After short rehearsals the bomber entered the series production under the designation Ar-2.
Approximately 200 aircraft were built.
